A cannabis social club (CSC) is a private, non-profit association. Members grow cannabis collectively and share it among themselves for personal use, a model Spanish case law tolerates for closed, members-only cultivation and consumption. Clubs are not shops: nothing is sold to the public, and membership is never open to tourists walking in off the street. 02 ### How to join a club Joining typically means three steps: submit a membership application directly to the club, provide identification confirming you are a legal-age Spanish or EU resident, and attend an in-person interview at the club. Most clubs also ask for a personal recommendation from an existing member, and approval can take anywhere from a few days to a few weeks. 03 ### What it costs Membership fees and monthly contributions are set by each club individually and vary across Tenerife. They do — but the difference is fiscal, never criminal.** Spanish drug law applies in Santa Cruz exactly as it applies in Madrid, and the one genuine island difference makes you more likely to be searched, not less. Law stated as at 21 August 2026. ## Where the myth comes from, and why it is wrong **The Canary Islands really do sit outside the EU VAT territory. The islands charge IGIC instead of IVA, duty-free allowances apply on the way home, and prices on plenty of goods are visibly lower.** Every visitor notices this within a day, and a reasonable-sounding inference follows: different rules here. The inference is false. The Canarian difference is a tax difference. The Código Penal and Ley Orgánica 4/2015 are State law and apply identically across the whole territory. There is no Canarian cannabis exception, and there never has been. ## And the fiscal difference cuts against you **Because the archipelago is a separate customs and excise territory, the Guardia Civil runs routine baggage and cargo controls at Canary airports and ports in a fiscal-guard capacity — controls a mainland domestic flight simply does not face.** They are looking for undeclared goods. They find other things. So the practical effect of the tax status most visitors read as permissive is an extra layer of inspection at Tenerife Norte, Tenerife Sur, Santa Cruz and Los Cristianos that does not exist between, say, Madrid and Seville. ## Moving between the islands is not a domestic detail **An inter-island ferry and a domestic flight are both *transportes colectivos*, so carrying cannabis on either is at minimum a grave administrative infraction under article 36.16 of Ley Orgánica 4/2015 — the grave band runs from €601 to €30,000.** Quantity, packaging or any sign of onward destination can escalate that from an administrative matter into article 368 trafficking. A day trip to La Gomera and a hop to Gran Canaria are, in this respect, not casual. Whatever is lawful to hold in a private room in Puerto de la Cruz does not become portable because the journey is short. ## The Canary ruling worth knowing **In November 2024 the High Court of Justice of the Canary Islands confirmed five years' imprisonment for each of the two founders of a cannabis association in the archipelago, and four years for its cultivator — for trafficking against public health *and* unlawful association.** What the court relied on is the part to read carefully. Members paid fees, collected product and consumed it elsewhere, and the association exercised no control over what happened after collection. On those facts the court treated the association as a façade. That reasoning is not island-specific: it is the standard the Supreme Court set in STS 484/2015 and restated as recently as STS 328/2025, and it applies to every club in Tenerife. ## The baseline, stated plainly **An adult may consume and possess cannabis in a private place. That is decriminalised, not legalised** — no offence, but no right, and no lawful way to buy any. No autonomous community may regulate cannabis supply or consumption after STC 144/2017 and STC 100/2018, and the Canaries never tried; the regional drug statute, Ley 9/1998, is about prevention and treatment and says nothing about associations. A membership fee does not convert supply into a private act, and neither the endorsement by an existing member nor the waiting period before you may collect anything is required by any Spanish law. Both are club custom. Treat them as a sign of how carefully a place is run. ## Outside the premises **Consuming or carrying cannabis on a street, a beach or a bus is the same grave infraction under article 36.16, whether you are in Playa de las Américas, Costa Adeje, Arona, La Laguna or Santa Cruz.** A membership card is not a defence one step past the association's own door.
